Combine the potatoes, celery, onion, ham, chicken bouillon, salt, pepper, and water in a stockpot. Boil for about 10 to 15 minutes.
In a saucepan, melt butter over medium heat then whisk in flour stirring constantly until thick, about 1 minute. Slowly stir in milk so lumps don’t form until all of the milk has been added. Continue stirring over medium-low heat until thick, 4 to 5 minutes.
Combine milk mixture into stockpot and cook until all ingredients are heated through. Serve hot.
